It is an honor to join you today for the launch of Lebanon’s National Action Plan for Human Rights, an important milestone for the country and for all those working to advance dignity, justice, and equality. It is even more meaningful today, Human Rights Day, commemorating the 1948 adoption of the Universal Declaration of Human Rights by the UN General Assembly.
This plan is more than a document. It is a national roadmap that brings together Lebanon’s constitutional and international commitments with the Sustainable Development Goals, and translates them into concrete, actionable priorities to strengthen the rights and freedoms of everyone living in Lebanon.
Importantly, this Plan places people at the center. It addresses the rights of Lebanese and non-Lebanese alike, children, women and girls, persons with disabilities, refugees and migrant workers, and marginalized groups, ensuring that no one is left behind.
It also provides a clear framework for strengthening public institutions and the rule of law, reinforcing accountability, transparency, and effectiveness.
This achievement is the result of an inclusive process. Parliament, ministries, public institutions, and civil society organizations worked together to shape a plan that reflects Lebanon’s priorities and aspirations. This is a powerful signal that human rights are seen not as an abstract principle, but as the foundation for rebuilding confidence and strengthening social cohesion.
At a moment when Lebanon continues to face profound economic and social pressures, grounding policy choices in human rights is not only principled, it is practical. Effective implementation of this plan offers a path toward recovery, stability, and good governance.
Allow me to congratulate all our national counterparts and the Coordination Committee for leading this process with vision and determination.
This launch also reflects the strong partnership between Lebanon and the United Nations. The Plan was developed with the support of OHCHR and UNDP, who will continue working with public institutions to translate these commitments into concrete actions. More broadly, the entire UN Country team remains on your side throughout this process.
Today marks an important beginning. The real test, and the real impact, will lie in implementation, adequate resourcing, and continuous monitoring. I call on all partners to ensure that this Plan does not remain just a paper, but becomes a living instrument that transforms lives. Together, we can make Lebanon’s vision of dignity, justice, and equality a reality.
