Lebanon Response Plan 2026
As Lebanon navigates a fragile recovery amid continued economic collapse, conflict aftershocks, and regional instability, millions remain in urgent need of support. The Lebanon Response Plan (LRP) 2026 — jointly led by the Government of Lebanon and the United Nations — sets out a coordinated, nationwide strategy to deliver life-saving assistance, protect the most vulnerable, and strengthen national systems while laying the groundwork for recovery.
The plan targets 1.5 million people with critical support across sectors including cash assistance, education, food security, health, nutrition, livelihoods, protection, shelter, social stability, and water and sanitation. In total, 2.99 million people are estimated to be in need, including vulnerable Lebanese, displaced Syrians, Palestinian refugees, and migrants. To meet these needs, partners are appealing for US$1.62 billion in 2026.
Beyond emergency relief, the LRP emphasizes localization, resilience, and stronger public services — bridging humanitarian action with longer-term recovery and development. With over 150 UN agencies, NGOs, and national partners working together, the plan represents a collective commitment to support communities across Lebanon and ensure no one is left behind.
