Statement by Humanitarian Coordinator in Lebanon, Mr. Imran Riza (on First Anniversary of the Escalation of Hostilities in Lebanon)

One year ago, we saw a dramatic escalation of hostilities that forced one million people in Lebanon from their homes. They sought safety, shelter, food and other basic necessities, which the concerted response of Lebanese authorities and partners sought to provide.
Since the cessation of hostilities agreement 10 months ago, many have returned to towns and villages where they face ruined homes, lost livelihoods and disrupted basic services. Tens of thousands still remain displaced, unable to go back and rebuild. Near-daily violence continues to claim lives and undermine stability. Since the ceasefire, at least 98 civilians have been killed, including three children in an airstrike just days ago.
Humanitarian and recovery needs remain immense. The UN and its partners remain committed to supporting affected communities. Yet, while humanitarian efforts are essential, they cannot alone protect civilians, restore stability or rebuild lives devastated by conflict.
Real recovery is only possible if civilians are safeguarded, international humanitarian law is fully respected, and all parties refrain from further violations. Protecting civilians is not just a legal obligation, it is a moral imperative and essential aspect of humanity that binds us together.
