Call For Proposal: Supporting Human Rights in Lebanon 2023-2024 (Reference: EuropeAid/180565/DD/ACT/LB)
The present call for proposals launched by the EU in Lebanon aims at supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on the above critical human rights and democracy issues.

About the initiative
I- Background
Protecting and promoting human rights is critical for sustainable development and for building more inclusive, open and resilient societies.
The Thematic Programme on Human Rights and Democracy is the successor to the European Initiative for Democracy and Human Rights (EIDHR). Building on the achievements and best practices of the former programme, it keeps and strengthens some of its main flagship priorities (e.g. protection of human rights defenders; democracy strengthening).
In a challenging context, which continues to be dominated by a multi-faceted political and socio-economic crisis characterized by an institutional vacuum, an economic gridlock, the absence of structural reforms, and no prospect for short- or medium-term economic recovery, Lebanon continues to face significant Human Rights-related issues in a series of domains such:
- Access to justice for people deprived from liberty.
- Rights of the Child
- Digitalisation and use of new information and communication technologies.
II. Eligibility Criteria
There are three sets of eligibility criteria, relating to:
The actors: The ‘lead applicant’ - i.e. the entity submitting the application form- and, if any, its co-applicant(s) ; and, if any, affiliated entity(ies) to the lead applicant and/or to a co-applicant(s).
The actions for which a grant may be awarded.
The costs that may be taken into account in setting the amount of the grant.

III. Application
To apply to this call for proposals organisations must register in PADOR and submit their application in PROSPECT.
To this end, lead applicants, co-applicants and affiliated entities must register in PADOR. Lead applicants must register at the concept note step, Co-applicants and affiliated entities must register at the full application step.
In addition, they must provide information about the action listed in the document under the sections "concept notes" and "Full applications".
Applicants must apply in English.

Notice
It is strongly recommended to register in PADOR well in advance and not to wait until the last minute before the deadline to submit your application in PROSPECT.
This is a restricted call for proposals. In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application. After the evaluation of the full applications, an eligibility check will be performed for those which have been provisionally selected.
