UNOPS Call for Proposals for the Operational Management and Maintenance of Jisr El Wati Courts, Lebanon

- Beirut, 28 May 2025 – UNOPS is pleased to announce the launch of the Call for Proposals (CfP) for the Operational Management and Maintenance of Jisr El Wati Courts, as part of the Sustainable Integrated Municipal Actions (SIMA) project. This project is funded by the German Government through KfW Development Bank, in partnership with the Municipality of Beirut and the Railways and Public Transportation Authority (RPTA), and is implemented by UNOPS.
UNOPS invites proposals from officially registered local non-governmental organisations, civil society organisations, foundations, and academic institutions to take part in this important project to enhance community resilience and promote inclusive public spaces. The implementation period is 12 months.
The intervention aims to support the following key objectives:
- Objective 1: Foster social cohesion and reduce tensions among vulnerable and marginalized communities by organizing inclusive social activities such as tournaments, cultural and community-led events.
- Objective 2: Support the RPTA and the Municipality of Beirut in revitalizing and enhancing the quality of public services at Jisr El Wati Courts by ensuring sustainable, accessible, clean, and safe operations and maintenance of the space, encouraging use by diverse groups including youth, students, local clubs, scouts, and grassroots artists.
The scope of the grant will include:
- Planning and executing social cohesion and community engagement activities;
- Operational management and routine maintenance of all court facilities and installations;
- Provision of necessary ancillary equipment to support ongoing operations;
- Capacity-building and training sessions for RPTA, municipal stakeholders, and community members to ensure sustainability and local ownership beyond the grant lifecycle.
Organizations with proven experience in managing community-based activities, maintenance of public spaces, and promoting inclusive participation, particularly those with gender equality frameworks, women-led and grassroots organisations, are strongly encouraged to apply.
All Call for Proposals documentation is available in English, and applications must be submitted in English.
The application is open from 27 May to 19 June 2025, 3:00 pm.

- Personal delivery to the UNOPS office should be made during the working hours from 09:00 am to 3:00 pm Beirut/Lebanon before or by the submission deadline. One hard copy of the duly completed and signed form marked “Copy” shall be included. A signed receipt will be given back once received.

Pre-proposal meeting will be held on June 4, 2025 at 10:00 am virtually to provide guidance to potential applicants in the application process and answer any questions needed. Link to the pre-proposal meeting can be found here.
The site visit will be held on June 5, 2025 at 10:00 am in person at the Jisr El Wati Courts.
